Eliatopia Billboards

Make A Default ad like a Burger Boys or Brips ad or something for the billboards (if you interact with them you can do the billboard payvault) because it would to be cool to see Eliatopian ads. (inspired by Flashlight's milk ad)

Thanks, I do think billboards make the game look a little more lively. I'll try to remember to add in some personally made ones in the future.
