Just because I4 comes later doesn't mean it's rarer. Because of the mobs that drop i2 are less frequently grinded on (phrasing?), I'd argue it's a great trade.

think about it: say you have 2 weapons. one is i1, and one is i3ed. would it cost more to i2 it, or to i4 it. it would cost more to i4 it so it is a bad deal
