Balancing Skills and Replacements

This has probably been discussed before but, why is coin thief, loot thief, and gun point only for archers/gunmans? Considering that the game is meant for grinding money, these skills kinda make it completely unfair for the other classes. I strongly feel like these should be relocated in general and possibly replaced with new ones to make up for it.
Just to name a couple skills that could be used and be discussed for addition detail:
Arrow rain- a pretty classic bow attack
Explosive tipped arrows- could perhaps require a grenade and mp dealing addition damage and damage radius
Ghost arrow- an arrow that can go through objects. cost mp
Triple arrow- self explanatory
Precise aim- slight increase in damage for distant hits
Special Training- Small movement speed boost
Die Another Day- prevent death from the next attack
Twin shot- Small percent to shoot 2 bullets
Airstrike- a missile strike at a chosen location. cost mp
Trip mine- drop a mine that last for x amount of seconds with x amount of damage
All of these may not be completely balanced or even all that great. Just trying to throw in some ideas so the already mentioned skills can be thrown into general than be separately unbalanced within a single class.
